According to the son of the commissioner, at whose auction in Satanta I bought the bell, an official with the railroad asked the commissioner how they could repay him and he said, "I've always wanted a steam locomotive bell". The official said that they usually only presented the bells to civic groups and then rarely, but he would see what he could do. A few weeks later the official called to say that a box car would be dropped at the Satanta siding addressed to the commissioner and that he should unload it without drawing too much attention. Sure enough, the car arrived and it's only occupant was this bell.
