Powell #1205 12-19-97 United States Military Academy. Complete with two bullion captain's epaulettes, red satin and bullion collar, bullion rank insignia on both sleeves. Maker's label reads, The Cadet Store West Point. Matching trousers lined with pillow ticking. Bullion sword belt and brass beeded sash. M1895 hat with Engineer's insignia. A check of Heitman suggests the likely owner of this uniform group as either career engineering officer Charles Francis Powell (1843-1907) or 2nd Lieutenant Roger G. Powell (1881-?), both West Point graduates. The “12-19-97” date would seem to favor the former officer despite the inconsistencies in rank.
Charles F. Powell was an esteemed engineer who graduated from the Military Academy in 1867 after seeing action as an enlisted man with the 5th Wisconsin during the Civil War. Powell would serve 45 years in various stateside posts, boards, and districts, writing profusely on diverse engineering topics before being promoted to Brigadier General in March 1906, and then retired by statute. During the Spanish-American War, Major Powell commanded the defenses of Long Island Sound while in charge of river and harbor improvements in Connecticut, stationed at New London. Powell is also noted as a visiting professor of engineering at West Point. He died at age 64 in St. Paul, Minnesota in July 1907.
Roger G. Powell entered the Academy as a cadet in August 1900 and was commissioned 2nd Lieutenant of Engineers in June 1905. Roger Powell was promoted 1st Lieutenant in June 1908 and graduated from the Engineer School in 1909. Beginning in 1911 he served as Senior Assistant Instructor of Military Engineering at West Point according to the 1913 Army Register. Powell probably went to France with the AEF.
