Indian Territory Agent Dew Moore Wisdom Letter

Discussion about Joseph L. Morphis representing the Osage in Washington DC. And Dew Moore discussing retaining control of his agency in the Indian Territory by manipulating local government. Transcribed as follows: Muskogee, I.T. May 11th 1894 Dear Judge, Yours received. I will manage to see Ironsides for you as soon as I can. I hope to have some ? that will call me to ? very soon. I think Ironsides is waiting until my Report declaring Bluejacket the lawful Chief of the Shawnees has been approved by the Department of ?, after Bluejacket has been recognized as the lawful Chief his contract with you would be in better shape. The Cherokees will begin payment of the "Scrip" money on or about the 1st day of June, further times will be easier in this diction, and I think it would pay for you to come out, if possible, and mix around a little. You should hunt with and become acquainted with Hon J.L. Morphis (Joseph L. Morphis), who is attorney for the Osages, and now in Washington. Morphis was raised in McNairy Co. Tenn. was a member of Newsomes Cavalry, and was after the war a member of Congress from Mississippi, was also a member of the Legislature for McNairy Co before the war. He ran against Iorace Huddleston and Judge Mckinney as party and was elected. He is a republican or old line whig of the W.W. Gates Vanity. Col Ino. V. Wright knows him well. Morphis is a strong personal friend of mine, and will talk very freely to you about me. I understand that Osages "swear" by Morphis, and in truth a very sensible, honest man. In regard to this Agency. I understand that Mr. Holman of Indiana wants to tack the Osage Agency on to it, also some small tribes in the N.E. par of the Territory under the jurisdiction of the Quapaw Agency. General Armstrong understands the matter and will be friendly to me in the change if it is made of course, I would want my salary increased in proportion to the increased responsibilities. Such an Agency would give me great scope to serve my friends, and I know Morphis would prefer me to anybody in the world. The Osages themselves very much desire to be attached to an alliance with the Cherokees. Their interests are almost identical. The Osages are the richest Indians on the Continent. It might be a good scheme for you, ?, Allen and others, who are my friends to bring about the Consolidation with the understanding, first, that I am to be Agent, 2nd that I would save the Government much money as I would run it cheap, just like Holman wants it run, and then no man who aides me would ever lose a cent by the arrangement. I understand the situation fully and I am for my friends. Now I want you to book into this scheme, and if it can be worked through H. in the interest of ceremony, I am sure no one who aids will ever be lost sight of in the "shuffle for a new deal". H can be approached I suppose, by Congressional influence, and if he has the backing, I have no doubt he will urge the ? so as to save money for the people, and it will save money for them. I have already saved the Government this year more than my salary by a reduction of the Police Force, which I have recommended, and I have reduced ultimately for contingent expense account also, and I have in various ways run the Agency cheap. I have reduced on coal, paper, and other supplies, and I mean to be economical to the best degree, and my accounts will show that I have accounted for every nickel placed in my hands. While I have done this, I have increased the ? of the Office, and I have given very general satisfaction. Think more this matter, it may work out surprising results for all parties. This is a transition period in the Territory, and if we keep awake and up with the recession all will be well for us all around. My health is better and I now feel like I am going to be myself again. Lucile and Children are paying us a visit, and I am having a good time playing "Grand-Dad", and so it is, the "New Succedeth the Old", and we old gray haired ? will soon pass away, weather no one knows, as I get older, I get more philosophical, but I suppose my serenity is due to my lack of sense more than anything else. Dew also discusses his overthrowing of the Pawnee tribal council and his placement of Charles Bluejacket. Transcribed below: United States Indian Service Union Agency Muskogee I.T. July 5th 1894 Dear McCorry, I ought to have written to you before this time, but I have been so managed with putting out drillers in the mines that I have hardly had time to get a square meal for about 2 months. I however sent a reliable man to Vinita to see Ironsides, who said he was all right, and would give you the contract for the Shawnees, as you know a ? committee has been appointed for the Shawnees, which does away with the Shawnee Chiefs, a majority of the committee is for Bluejacket and I understand Bluejacket is for you as Counsel. I will go to ? in the next 3 or 4 days for certain, and inquire into the situation personally and make immediate report from there. I send you a paper by todays mail (The Phoenix) which will show that I am having some rough sailing because I expected a lot of lawless miner. I think I led right and my statement is a correct and true me, that will stand all convictions of my enemies want to investigate me, but I do not fear it, but I hope no investigation will be made on account of the worry and hard-work incident to it, and if you can put in a word to prevent it, I wish you would do so. Unless the strikers are put down, the whole country is going to anarchy and "the dogs". I believe firmness in officials is our only salvation. General Wisdom has been quite sick with fever, and is just now recovering, and his sickness for over 2 weeks has delayed me in office work. United States Indian Service Union Agency Muscogee I.T. January 28th 1888 Dear Judge, I have only time to write you briefly, I have been sick for several days had a cough a case of maniacal fever but I am up on my feet again. During the late cold spell I got a severe fall and almost broke my right wrist, and my hand is still cramped and swollen. I think Porterfield ought to comprise that Rumor case against me, and let me off as light as possible for several years I have worked for other people, ant it seems impossible for me to get ahead. I have now been out of ? Clerks Office 6 years, and all suits against my securities are barred. This helps me some and I now know what I have to meet in order to save others, and protect them from loss on my account. This territory is undergoing a change rapidly, and it now seems as if a Federal Court were to be established at some convenient point in the Territory with Civil & Criminal Jurisdiction, and if such should be the case, I have got a dead strong a good law practices. The Creeks now seem willing to sell Oklahoma to the Government absolutely, and if they do, a new state will be formed west of here. Of course the Country is overrated in point of fertility of soil, nevertheless it is a genial climate, the considerable good land, and will sustain a large population. The Creeks are very much in debt, and the sale of Oklahoma may be considered a forced one in a certain sense, but the Creeks can not escape the inevitable, in 10 years from the time without intervention on the part of any power, the "Nigger" will take the Creek nation, the Creeks are decreasing all the time, and the "Nigs" are breeding like rabbits, and by nature less inclined to pulmonary diseases which sweep off thousands of Indians. What this country most needs is Capital, which has been refilled by back of Civil law, or any mode by which contracts may be enforced, or debts collected. All goods sold, or money loaned to an Indian is upon honor alone, and this fact makes trade conservative and slow and a "boom" is hardly to be expected when a court with civil jurisdiction is established, a remedy will be found to remove the present stagnation in commercial circles. The Court may be located at Muscogee, and it may be located at Fort Gibson, 8 miles from here, where there already suitable public buildings erected originally for Military Quarters, and where Col Coppinger, a son-in-law of Jas. G. Blaine is now in command of companies of infantry. I have seen his wife, she is very much like James G. and rather darkling in appearance but said to be crude mentally. Several new Railroads are projected into the Territory, and every part of it ? soon to be visited by the "Iron Horse". There is now practically no opposition to Railroads here, not as much as would be encountered in Decatur Co Tenn. I am going to Fort Smith tomorrow to see wife and children, and will return in a few days and resume my old round of Clerical duties. Give my love to Hu. C. Anderson and other friends, and write me when you can. I sat down only to say a word and find myself running ? over ?. I suppose ? will run for Governor, all ok, but I am for ? Indian Territory Agent Dew Moore Wisdom Letter

Letter is in regards to a deal made between Dew Moore and McCorry to prevent the Cherokee people from becoming Citizens. Dew urges McCorry to meet him before the council ...moretakes place so they can bribe and manipulate certain individuals to prevent this from happening. Transcribed as follows Department of the Interior US Indian Service Muscogee, Sept 19 1895 Dear McCorry (Judge Henry Woods McCorry), I cant understand why you fail to write me in regard to your case for undetermined obligations, I think it would be greatly to you interest to write me. Besides it would relive me of an awkward dilemma. Capt Jackson is very anxious to hear from you, and says he has written you but can get no answer. The Cherokee Council will meet on regular session in Nov next. , and the undetermined citizens will pursue a petition asking for a recognition of their rights by such Council, and it is probably their request will be granted. It looks that way, because, as I understand it, the newly elected Chief Sum Mares, favors a liberal policy towards such citizens, and I think all Cherokees now think it will be folly to longer deny them their plain and Constitutional rights. If this plan works, it will be a "short cut" to a settlement, and you will soon realize a good thing I think the Citizen Committee with whom you contracted will want you to abate a part of your fee, which you can well afford to do for a fond settlement. My advice is, for you to come here soon, certainly when Council meets be on the ground as an attorney hold fast to your original contract, and matters will shape up to your advantage, For certain reasons which I had not explain in this letter. I have more power and Influence with Cherokees than I ever had in my life. This is a cold fact, and I can show it to you in 5 minutes time. Meantime write Capt Jackson, or me that you have not lost interest in the case, but will be on hand at Council prepared to work for your clients. Think it over and when you decide write me at once. There is money in it, the Cherokees have the money now to mute the Contingency and never will have it again while it lives as a Nation. I understand your interest and what is best for you and I want you to rely on my unshaken friendship and believe that being on the ground, I can tell whom wand where to "cast an anchor to the windward" Don't fail me Yours as ever D.M. If I can close a contract to represent you and associates, I would be glad to do so, and if you want a reference as to my ability and standing as a Lawyer. I respectfully refer you to Hon. Schemes to annex land for cattle and prevent the tribe from ...morerestoring their claim to the land. Mentioned is Deputy Marshal Sam Sixkiller who was later gunned down in the streets of Muscogee. Interesting early letter highlighting political corruption in the Indian Territory. Transcribed below: Confidential United States Indian Service Union Agency Muscogee February 9th 1886 Dear McCorry (Judge Henry Woods McCorry), I have not heard from you for a long time, and if at all coinvent I should be glad to receive a line or so. You will recollect that I wrote you some time ago that I could control a Ranch in the Territory, which would give me free and unlimited pasturage, and I could control it for nothing. Now, if I could get money to stock it with cattle and hogs (the latter do well in this country) I could "rise and come again", I would be glad to find a man, who would like a foothold in this election under me, he furnish capital, and I furnish range and protection, and then divide profits accordingly to "equity and good conscience". The plan is a feasible one, and I propose to do exactly square in the matter, can such a man be found? In case Oklahoma is made a Territory, I am very sure that my friends will press my name for Governor, and I say this without any fueling of vanity on my part, and you are about the only old friend to whom I have mentioned it to at all. I know that I left some warm friends behind me in Tennessee, but I have added more to my standard since I came here, and I have done it by a uniform course of courtesy and kindness to all; besides, I have worked like a "galley slave", and have not lost an hour (much less a day) in the discharge of my official duties, and I have demonstrated to all, whites, Indians, and blacks that I am a man of burning capacity, tact and discretion. Every rebel soldier when he comes to Muscogee on business hunts me up, presents his grievance, and if at all possible, "I make him whole", and when it can be done, I "strain the timbers of the law", (such law as we have) in his behalf. All this element is far me for anything. I have been promoted to Chief of Police of this Agency, and herewith send you copy of our printed instructions. Whenever there is any "shooting to do", I send out Capt Sixkiller (Deputy Marshal Sam Sixkiller), who is a very efficient officer, and a brave, clever whole blooded "injun". The bill to create the territory of Oklahoma out of the Indian Reservations, which project includes Oklahoma proper, Indian Territory, so called, Cherokee Strip, and "no mans land" a kind of disjunctive conjunction in the way of land, that lies between the state of Texas and Kansas, and is bordered on the west by New Mexico. The Government claims it, and I stole it from the Cherokees several years ago. it being nothing more or less than an extension of the Cherokee Strip, and guaranteed to the Cherokees under that peculiar clause of all their treaties by which they were secured a "perpetual outlet" west, wherever the sovereignty of the Untied States extended, or its jurisdiction was recognized. The Cherokees claim it, and have actually leased it by an Act of Council to certain parties for a form of years, and the Lessees have tried to get possession of it, control and sublease it, and the Cattleman would say "big money" to be secure in holding it, because at this time they are free loaders and intruders on its broad acres of grass. I have secured an interest in the aforementioned lease, but if Oklahoma is created, or the above sections are grouped into a Territory by that name, my title to nameless acres of pasturage will be extinguished by the boomers, and swallowed up in the maw of Anglo Saxon Progress, but despite my prospection interest in the lease of "No Mans Land", (which is one tenth, and it is as big as West Tennessee) I shall subordinate purely selfish and personal considerations to the promptings of patriotism, and do all I can to set up Oklahoma, put on the Breech-Cloth of Territorial pupilage, and keep her in due time on the robes, "standing collar and all", of state hood. Oklahoma proper, as you know, was ceded to the United States by the Creeks and Seminoles by treaty of 18666 or 1869, for the occupation of freedom or friendly Indians, and the Government paid them in "spot cash" current coin of the realm, 30c per acre for it. And it is only by the doctrines of revision from new user, that the Indians hold on to it a very fragile tenure, when Uncle Sam is Tugging at the other end of the lines. By an Act of Congress in 1875, (I believe) the policy of settling any more Indians in the old Original Indian Reservation out of which Oklahoma was carved, was declared against, and receded from and abandoned. To restore Oklahoma would be counter to a settled policy of our Territory from the earliest dealings with the Indians, We drove a hard bargain with the

Meredith fought in, and died during the Civil War, he fell at the Battle of Kennesaw Mountain, a Major of Company C 3rd Battalion Georgia Infantry Confederate States of America.
