US Revenue Service/US Coast Guard Grouping for James W. Lee (JQ)

Lot # 13 (Sale Order: 14 of 252)

Naval Constructor James W. Lee was born in 1858. He attended Johns Hopkins University and then went to work at Reeder & Sons Shipyard. While at Reeder & Sons, Lee worked as a designer on the USRC APACHE (later the GALVESTON). The APACHE, an iron-hulled, twin screw steamer 190-ft. in length, was delivered the Revenue Cutter Service in 1891. On 15 August 1895 he was appointed Naval Constructor, Office of Superintendent, Construction and Repair, US Revenue Cutter Service, Baltimore, Maryland by President William McKinley. When the Spanish American War erupted on 21 April 1898, President William McKinley directed the temporary transfer of the Revenue Cutter Service to the direction of the Secretary of Navy. The Revenue Cutter Service rushed to make its cutters available for sea service with the North Atlantic Squadron. James Lee’s first assignment associated with the Revenue Cutter Service’s wartime preparations was when he was detailed to New York to supervise the cutting of the USRC GRESHAM, USRC ALGONQUIN AND USRC ONONDAGA in two and pontooning the sections down the St. Lawrence Canal to Montreal where the cutters were to be rejoined and then sent to join the North Atlantic Squadron at the Norfolk Navy Yard. The 205-ft. cutters were the pride of the Revenue Cutter Service and designed for alteration for wartime naval service. The steel-hulled single screw Brigantine rigged vessel had a triple expansion steam engine with a crew of 103. Fitted out as a torpedo boat destroyer with four Driggs-Schroeder rapid-fire guns, six machine guns and two Whitehead torpedo tubes. His service during this conflict earned him a Department of the Navy Spanish Campaign service medal. Lee’s excellent service on the GRESHAM project prompted the confirmation in1898, of his commission as the only Revenue Cutter Service naval constructor. In his duties as naval constructor, Lee was responsible for supervising the design, construction, conversion, maintenance and repair of Revenue Cutter Service vessels. His next major board service took him to the northwest Pacific coast where he was detailed to Washington, to survey the cutters of the Bering Sea Patrol. The vessels included the USRC BEAR, THETIS, FESSENDEN and McCULLOCH. The cutters and crews of the Bering Sea patrol performed critical law enforcement and rescue operations while on the Alaskan station. It was a hazardous and harsh environment and the cutters required continual maintenance when off station during the winter months. The USRC BEAR was originally acquired by the US Navy to rescue the US Army’s ‘Greely’s Expedition to the Arctic.’ This expedition became stranded by pack ice with insufficient clothing, shelter or food in November 1883. The BEAR was originally built in Dundee, Scotland as a sealer. The Barquentine-rigged steam cutter’s hull was reinforced with 6 inches of teak backing for operating in light ice. She was 198’4” in length with a draft of 17’11” and was armed with three 6-pounder rapid-fire guns. The BEAR was condemned by the US Navy; however, the US Revenue Cutter Service secured the cutter and made the vessel one of the mainstays of the Bering Sea Patrol. From 1885 to 1894, the BEAR was commanded by Captain ‘Roaring Hell’ Mike Healy. One of Healy’s most notable accomplishments was moving herds of reindeer, often at his own expense, from Siberia to Alaska to provide a source of winter food. These reindeer became a godsend when the BEAR, then under the command of Captain Francis Tuttle, was called from Port Townsend, Washington to organize the rescue of 275 men from eight whalers trapped in pack ice off Point Barrow, Alaska. Tuttle was forced to turn the BEAR back near Cape Nome due to ever thickening ice. Accordingly, an overland relief party, commanded by the BEAR’s executive officer 1st Lieutenant David H. Jarvis, was landed on 6 January 1898 on Nelson Island, near Cape Vancouver to begin a 1,600-mile trek through the frozen wilderness. Jarvis, along with 2nd Lieutenant Ellsworth P. Berthoff, Surgeon Samuel J. Call and Seaman F. Kotchoff, walked most of the way in temperatures that reached to minus 45 degrees. On 21 April 1898 they reached the despairing whalers. The ‘Overland Expedition for the Relief of Whalers in the Arctic Ocean’ became an epic tale of the North. Jarvis, Berthoff and Call each received a Congressional Gold medal authorized by President William McKinley. The shoe shoes were given by Mrs. James W. Lee (Emma Kronau Lee) to her brother John Lusk Kronau. These shoes have hung in my family’s farm house since 1948. All of the documents and medal were given by Emma Kronau Lee to her sister Helen Kronau Bannvart. -Snow-shoes, pair, presented to Constructor James W. Lee by Lieutenant David H. Jarvis, USRCS, Port Townsend, Washington, December 1900. --Photograph, James W. Lee, Principal Surveyor, American Bureau of Shipping, c. 1918. --Medal, Spanish American War Service, awarded to Naval Constructor James W. Lee.
