Grading is subjective you can send coins to 3 different grading companies and get 3 different grades, (Only 3 of the top grading companies will even stand behind their grade). In grading a BU coin can be graded between MS-60 TO MS-70, as for cleaning we cannot control whether a coin has been cleaned, enhanced, restored etc... in the past years ago or the present, all grades are consignors estimated grades.
