THE CONDITION OF THE METAL IS EXCELLENT, THE RIBBON HAS SOME WRINKLES. THE ITEM MEASURES ABOUT 2 INCHES ACROSS. WE ARE NOT SURE OF THE PURPOSE OF THE METAL. SEE OUR PHOTO'S
