Out of state residents must have an FFL or a licensed dealer in their state to receive UPS shipments of handguns. Modern rifle and shotgun purchasers must be at least 18 years of age and be eligible to purchase firearms. C&R lots will convey to C&R FFL holders per Federal regulations. Buyers are responsible for compliance with the laws of the state in which they reside. Applicable fees for non-licensed Pennsylvania residents to be paid at the time of check-out include a $2.00 PICS fee and a $3.00 per gun Pennsylvania State surcharge fee.
